The CEFR Companion volume broadens the scope of language education. It reflects academic and societal developments since the publication of the Common European Framework of Reference for Languages (CEFR) and updates the 2001 version. It owes much to the contributions of members of the language teaching profession across Europe and beyond.
This volume contains:
► an explanation of the key aspects of the CEFR for teaching and learning;
► a complete set of updated CEFR descriptors that replaces the 2001 set with:– modality-inclusive and gender-neutral descriptors;– added detail on listening and reading;– a new Pre–A1 level, plus enriched description at A1 and C levels;– a replacement scale for phonological competence;– new scales for mediation, online interaction and plurilingual/pluricultural competence;– new scales for sign language competence;► a short report on the four-year development, validation and consultation processes.
The CEFR Companion volume represents another step in a process of engagement with language education that has been pursued by the Council of Europe since 1971 and which seeks to:
► promote and support the learning and teaching of modern languages;
► enhance intercultural dialogue, and thus mutual understanding, social cohesion and democracy;
► protect linguistic and cultural diversity in Europe; and

This revised edition of Bookmarks reflects the end of the coordination of the youth campaign by the Council Europe. The campaign may be officially over, but the education and awareness-raising to counter hate speech and promote human rights values remain an urgent task for young people of all ages.The work of the Council of Europe for democracy is strongly based on education: education in schools, and education as a lifelong learning process of practising democracy, such as in non-formal learning activities. Human rights education and education for democratic citizenship form an integral part of what we have to secure to make democracy sustainable. Hate speech is one of the most worrying forms of racism and discrimination prevailing across Europe and amplified by the Internet and social media. Hate speech online is the visible tip of the iceberg of intolerance and ethnocentrism. Bookmarks was originally published to support the No Hate Speech Movement youth campaign of the Council of Europe for human rights online. Bookmarks is useful for educators wanting to address hate speech online from a human rights perspective, both inside and outside the formal education system. Cette édition de Connexions a été révisée après que le Conseil de l’Europe a mis fin à la coordination de la campagne de jeunesse liée au Mouvement contre le discours de haine. Bien que la campagne ait pris officiellement fin, il importe de poursuivre l’éducation et la sensibilisation des jeunes pour combattre le discours de haine et promouvoir les valeurs liées aux droits humains.L’action du Conseil de l’Europe en faveur de la démocratie est fortement axée sur l’éducation : l’éducation à l’école, mais aussi l’éducation en tant que pratique de la démocratie tout au long de la vie, comme dans le cadre des activités d’apprentissage non formel. L’éducation aux droits humains et l’éducation à la citoyenneté démocratique font partie intégrante du socle que nous devons bâtir pour faire de la démocratie une réalité durable. Counter-radicalisation in the classroom (2021)
Insights from eight grass-roots projects in Council of Europe member states to address the challenges of policies to counter-radicalisation in education
This report offers an assessment of the effects of counter-radicalisation policies in the education sector, through the empirical analysis of eight grass-roots projects located in schools across the member states of the Council of Europe (Belgium, Bosnia and Herzegovina, Croatia, Germany, Hungary, Norway and the United Kingdom). It provides a detailed insight into how such policies are experienced in practice. The report covers three main areas. First, it offers an analysis of the legislative and political context that led to the development of counter-radicalisation policies, as well as their contestation. Second, based on qualitative interviews and focus groups with project leaders, students, teachers, educators and school managers, it provides a detailed account of the very heterogeneous type of practices encapsulated by the term “counter-radicalisation”. Finally, it shows that while some practices are in line with principles of human rights education and education for democratic citizenship, others risk undermining fundamental rights and the autonomy of education. The report concludes with some key recommendations to the Council of Europe on how to overcome these challenges.
